You keep asking the modem to report what the most recent *receive* level
happens to have been;  in your case, this is -23dBm (in mine, it's -33dBm
to you).  You promptly turn around and change your *transmit* level to
-17dBm.

It's a tricky/annoying one (having receive/transmit levels all in the one
command), but that's the way it is.

Replace "023" in your output with "033", and I'd have
to say "Yes, I can reproduce it."  If I connected somewhere with
-23dBm receive level, then I could reproduce your output exactly.
