    Yes, those are the hips.

    They are not the seeds themselves, but instead are the containers in 
which the seeds develop.  If you want the seeds (there are easier ways to 
start roses) then leave them on the stem until they dry out.  If you don't 
they go ahead and remove them.  Either way, it's really of little 
consequence to the plant.
