 That is what almost ALL of the Water Districts in the Western United
States are. Just Buying and selling and skimming.
As an example the Water I use passes through Three or More Skimmers
before it gets to my Spigot.
And Here in California with a bsacic Water Shortage they allow the
Growing of Rice and other VERY heavy water consuming products, in the
DESERET!!
