I belive it is SECAM(Systeme Electronique Couleur Avec Me-System) that
has 800 Lines. PAL has more then NTSC but less then SECAM              
Adn Incidently SECAM is not as superior to NTSC as the line cound
implies becaue they use sequential signasls fro the Color
Diference(R-Y/B-Y) effectively almost cutting the line count in Half as
far as resolution capabilities goes..
 I quote form the Harper Collins Electronics Dictionary:

"The use of sequential signals effectively halves the Vertical
Resolution, as the Summing of the signals does in the PAL system."
