We had the 20 year countdown clock many years ago here in CAlifornia. But
the State stopped it when it came to allowing the 1966 cars, The First here
requiring Smog Air Pumps. So All 1966 and Later ARE fully covered by the SMOG
program fir Bi-Annual Inspections. Of course ALL cars require testing upon
Registered Owner transfer. Another interesting loophole they closed was on
Engine Swaps. I have a 1972 VW Van with a 1965 Corvair engine caught in
Limbo, I let the registration expire and it is no longer registerable. It was
the Engine only that needed the Smog Inspection. So it came popular to fine a
wrecking yard engine from one of the "Super Cars", or some year before 1966
where it could be Highly Modified, and put it in the car. Now the rules are
Different. The SMOG certification must meet the Latest requirements of either
the Engine or Chassis year of manfacturer.
