I would say it is the other way around. UTF-8 is allowed wherever it is not explicitly forbidden.
FYI: UTF-8 /is/ backward compatible with 8-bit char software. Contrary to UTF-16 or UTF-32. That is why we can use UTF-8 in Fidonet en we can not use UTF-16 and UTF-32.
