I was talking about the frequencies that are being shared by
FRS and GMRS. GMRS on those frequencies you can only use
5 watts, but FRS may only use a 1/2 watt.

Basically the difference is, you need a license to use the
frequencies at the full power allowed, but you don't need a
license on the frequencies shared by FRS, as long as you
keep your power under a 1/2 watt.
No new frequencies were created, they just shared the GMRS
handheld frequencies to be used at lower power.
