That lil sucker is what is left after the flower gits eatin by Japanese
beetles.  You can cut the thing off soz it won't take nutrients away 
from the rest of the plant.  As for trimming back long branches on a 
rose bush, you go to the leaf structure that has five leaves and cut 
about a 1/4" above the leaf at an angle.  Make it a clean cut.
