If I am remembering this correctly the tool you are looking for
was called a Greenlee punch (or something 'green'?). You drill
a bolt sized hole where you want to cutout a circle and put the
punch (shaped something like a potato chip on the end) on one
side and the die (hollow to fit the punch) on the other. Put a
bolt through the two of them and tighten the bolt as the punch
enters the die the hole is enlarged to that size using a
shearing action due to the curvature of the punch. Was used for
mounting tube sockets among other things. As I remember it a
set of these is not very expensive. 

Another way might be a dremel moto-tool using a highspeed or
carbide bit.

Nibblers I've seen are too bulky for this application (moving
holes for PS/2 mouse etc.) but I would think many stores that
sell tools to the metal working trades would either have them
or know where you could get them.
