On the GMRS freqs you are allowed 50 watts. On the 
interstitials your only allowed 5 watts.

The second seven, as you call them , have always been there. 
They are used with repeater operation. At least that's the 
way my lisence reads and what I've been doing for a number 
of years. 
The FRS freqs are in between the 462 MHz freqs.
