I would use network cards that have both OS/2 and Windows drivers available.  
One brand I know fairly well is 3COM.  The 3C509 Combo ISA cards have both 
BNC and RJ45 connectors and can be used on both 10BaseT and 10Base2 type 
cable systems.  You can get them in RJ45 type versions only as well (3C509-TP 
and 3C509-TPO).  Another one is the 3C590 PCI Combo card.  If you want to 
include 100Mbps capability, the 3C905 PCI cards (10BaseT RJ45 only) work 
well.  One nice feature of the 3COM cards is the lifetime warranty.
There are several other brands available such as SMC.  Take a look at the 
drivers that are included with OS/2 (Warp Connect or Warp 4) and Win95 - I do 
know that the 3C509 card is listed in both systems.
