If I insisted on it, my RC might give me the Pvt flag.  However, for
reasons I have already given, both he and I are of the view that the
"Pvt" flag is inappropriate.  I note that the Z1C concurs.

In other words, allow us to list in a way which works for us.  The dummy
telephone number works just as well as the "Pvt" flag and is much
more consistent with the function of the nodelist as an indicator of a
node's status.
