We are using the StarView C++ class library (by Star Division - they are the people that do the StarWriter & Co), which is available (amongst others) for Win and OS/2. It has a MDIApplication class, a MDIWindow class, and fully implements MDI windows on all platforms - even on the Mac and under Unix GUIs (although I've not tested that personally).
