The whole point of the switchover was to get back all the frequencies
allocated to the TV Broadcasting, since modern technology can do a LOT more
with those bands.    

TV is so ancient that it has been well past due for a complete overhaul. 
What else is still in daily use from the 1930's?

By putting Broadcast TV on digital, each station can now deliver a dozen or
more 'sub-channels' per-station, and use far less of the frequency spectrum
than analog TV.

I'm sure it won't be long before 'repeaters' spring up everywhere, and
everyone can once again access 'Broadcast TV'.

The driving force behind the whole mess has been the surge in mobile
communications.  There are no frequencies left to assign.
