But Rich, you are mixing up law enforcement with the judicial function.
Punishment is solely determined by the court.

You certainly have every right to decide how to punish your kids
for what they do wrong against one another.  However, when your
"kid" commits an assault on another child outside your family, that
other child and his family have rights too.........that is where
the law comes in.
