Well, that seems to be the case almost everywhere. A good engineer (driver)
with a certain "feel" for the track, engines, weather, etc can make better
time and speed than someone without that "feel". And experience on that line
helps greatly.
As for your predicament, as a former installer of cruise controls, it sounds
like a typical style that was put in lots of cars here, but by other companys
like Dana Corp. I have a sample magnet left from one of the kits, it's only
about 12.5mm by 9.6mm by 5mm thick. You might be able to come up with
something
close at a hardware store or something.

Now, back on topic......in the August Trains magazine was a short article
about
the BHP Iron Ore train that set that tonnage record. Very interesting
comments.
I gather that GE Harris did it just to prove they could run very long heavy
trains with the Locotrol III system. I guess they did.
