It is the _exact_ same spec as the *.MSG file. I guess .PKT's aren't
really packed, are they?
BTW, FTS-001.015 is old and outdated. I found FTS-0001.016 that is 5
years newer (dated 1995). I couldn't find any major changes in it, but there
is a newer version. :)
