How the heck do you happen to know this stuff? I've been using NT and
Office for years and I've never come across anything even close to this.

   If you saved the file from Word as a Web Page then it should have been
able to open in IE just fine.  If you save it as a "Single File Web
Page" then you are hitting a known restriction that the one of the
components IE uses to open such files has a non-Unicode path and can't open
files with names containing characters outside the system ANSI code page. 
If you saved it as any of the Word document forms it should have opened
just fine.  Which format did you use?
