That wasn't true the first time you wrote it and it won't get more true by
repetition. EMX includes the standalone info reader and the tools and instructions
you need to create the info files from the texinfo ones. TeX is not needed for
anything, Emacs is only necessary if you want a better info reader, editor, shell,
news reader, world etc.:)
