Check local cycling clubs.  Potomac Peddlers might be in your area.
Many clubs publish a newsletter with member classifieds.  Since avid
cyclists are frequently trading up to newer, better equipment you might
be able to get a good buy on a good piece of equipment.
Don't don't don't don't get any cheapie department store bike.  Nothing
will stay adjusted and you'll have only wasted money.
and speaking of cycling clubs .... a good source for
- learning of great routes and places to stop (eat) at
- learning better cycling techniques
- meeting nice folks
- getting the _real_ lowdown on those new products that you wonder if
  they're as good as the manufacturer claims
- getting involved in advocacy - better conditions for all cyclists
and lots lots more!
