  I have realised that it is pointless trying to explain electronics
to an idiot who thinks you can test a comm link with one modem. if you
ever understand that much, perhaps I'll try again.

  But in the meantime, consider this:

  Bill is the most experienced one here with modems.
  I am a electronic engineer.
  Joe is a development engineer with USR.

  We three say one thing and you say another.

  Does this make you suspect that you may be wrong? If not, your
stupidity is terminal and do not bother replying.
