Here's a question that might be interesting:
As you know, persons in the diplomatic service of other countries have
"diplomatic immunity".  I would ask the LEOS in this conference to
describe how they handle the stops of such persons in their 
jurisdictions:
(a) in motor vehicle violation matters
(b) in felony matters
