Sure.  ROM is read-only memory.  What they are really talking about is the 
programming in the modem, which (in the 1496 series) is stored in ROM.  You 
can find your version with the ATI1 command.
If you have the special equipment, you can get newer versions of the software 
from ZyXEL and stuff it into ROM chips on your own.  Otherwise, you have to 
find someone to do it or get them from ZyXEL.
The newer products don't use ROM for most of their programming.  They have a 
permanent program stored in them, but it is used for loading the "real" 
programs.  That way no special equipment is needed.
