I wouldn't be so sure on that.  The 40 meter dipole is three half
wavelengths long on 15 meters.  It will have gain over a single half
wave, in some directions.  Of course there are nulls in between the
peaks so in other directions it will work less well.  The key to making
this work, by the way, is to cut the 40 meter antenna for the low end of
the band.  Otherwise, the 15 meter response will be too high.
