It doesn't seem to be fair. Technically, every zone may have its own IC.
1:1/1000 4:4/1000 5:5/1000 and 6:6/1000 are vacant. It would be funny to
have all six to get every zone to be equally happy. I would go for ZC
position, but you know, there is no room for 2 ZCs inside one zone :(
