 That surcharge went out the window in California years ago,
 just like the one for colored phones when it was discovered
 that black phones cost more to manufacture than color ones.
 The color vs black PUC decision was made before the Bell
 system breakup.

 Your state's continuation of a surcharge for touch tone is
 ridiculous in view of the inavailability of rotary phones
 these days (at least I haven't seen any for sale in stores
 in quite awhile) and, as you point out, the cost ratio to
 pulse dialing.
