In a costsharing environment we need a new mail status: "send only if
I poll". The scenario is this:

We have a hub and a node. Costsharing organization pays all hubs polls and
allows only transfer of certain echos/files. If node and hub want to share
other echos too the only solution is that node polls them to hub, but hub
may not get them when he polls. Also most file requests should have this
new status.

Therefore I suggest new mail status "send only if I poll". This
could be called for example "ISend". The easiest way to add it is
to update FSC-0053 (FLAGS-kludge):

     ISE       ISend          Send message only if I poll.

Crash+ISend status is ok, but Hold+ISend is not allowed.
