Hard radiation produced during fusion (which gives out all kinds of electromagnetic waves, including gamma radiation) would have made the envisioned reactor chamber enclosures radioactive after short use. Sure, it only produces energy in the form of light/electromagnetic waves, but that includes dangerous wavelengths. Take the sun as an example. Electromagnetic waves produced in the center of the sun are believed to take years to reach the outside of the sun, with the intense particle density and temperatures inside the sun forming a kind of inescapable labyrinth for electromagnetic waves. The hard radiation produced bounces to and fro inside the sun and loses energy by that, so that the bulk of light coming from the sun falls inside the wavelengths of infrared to ultraviolet (which includes visible light), having lost much of its original energy.
