AFAICT you're right electromagnetic radiation as a rule doesn'y make stuff
radioactive (unless it's extremenly enegetic - enough to smash a nucleus or
create particles)

however the fusion reation seen inside the experimental fusion reactors
also produces energetic neutrons, and they can make metal brittle and
make all stuff radioactive.
