There are at least two that I know of:  Microsoft and Microfocus.

Both were 16 bit products,  with MS's probably abandoned by now. Microfocus
is still around,  and may even have a 32bit version now.

Sorry I couldn't be more exact,  but at least now you know that the search
is not futile.
