subject: API for SYSLOG?

Hello,
  Does anybody know how to write to OS/2 SYSLOG? I'm currently doing 
some programming in C++ and REXX. I have notice there is a SYSLOG 
daemon utility for recording system exceptions to a log file to be 
view by SYSLOG Viewer PM program. My questions are:
1. Is this log facility suitable for general purpose user program
   error and exception logging?
2. If 'Yes' then where can I find any documentation (OS/2 technical 
   library) on any API call?
