 That has happened nationwide with dozens and dozens of cities
 and counties that were sold a bill of goods by motorola, then
 the new radio system didn't perform as promised.

 San Diego voters passed a bond issue to upgrade(?) both PD and
 FD from VHF to 800Mhz.  By the time the PD system was operating
 without danger to officers, the money for the FD was gone and
 the new comm center for them sat empty for 8 years.
