I forget who's a LEO and who's not but let's say you
are no matter. . .
Are you going to arrest EVERYONE you see breaking a
law?  Or are you going to look at the person and ask
yourself "Is arresting this person the best thing to do
or is this going to scare the sh!! out of him so he'll
never do it again."
This happens weekend in a college town.  They have to
look at the drunk and think; "Does he need to be
arrested and maybe ruin his life or does he just need
to be told to go with his buddies and sleep it off."
Another personal example.  Back when I was in school I
ran the 11 pm-8 am shift in an all night fast food
joint.  On a Friday or Saturday night right after last
call in the bars I'd wind up with a parking lot and
lobby full of drunks.  A lot of the times they'd get
rowdy and I'd go out and tell them to calm down, most
of the times that's all it took.  But several times
they'd get so bad I'd call the dispatcher and ask them
if they could have an officer just do a drive or walk
through (depending on if the rowdies were outside or
in).  If a few minutes I cop or two would walk in
through the back door, walk all the way through the
lobby to the counter buy a coffee or what ever then
follow the same route back out.  In the four years I
worked there we only had two arrested (and one suicide,
a story in itself) and that's because they were
fighting (another story).
Now there were probably a couple of dozen of public
drunk (illegal) people disturbing the peace (illegal)
there but no one was arrested, no one was even
questioned.  Was this good law enforcement?
Technically it wasn't because a LEO was 'over looking'
a crime, but using common sense it was.  Peace was
restored and everyone was happy.  The drunks got to
have their food, I kept the place in one piece, the
company made money and the cop didn't have to taken off
the streets for ever how long it would have taken to do
everything that has to be done after an arrest.
Now if the town had passed a ZT law they would have HAD
to arrest them or face disciplinary action.
