One of the interesting proposals to come out of the TBC legislative meetings
across the state last fall was a law that would make it illegal for one
vehicle to closer than three feet of another vehicle. Since bicycles are
vehicles, the kind of behavior you describe would constituted a moving
traffic violation, subject to fine and increased insurance rates. I don't
expect to ever see such a law, but it is an interesting proposal.
