_Not possible_, Bill.  If you're connected at 33,600 bps, and using
error correction alone, the throughput has a theoretical max of
33,600/8= 4200 bps between the modems, and slightly lower past the
modem because of the overhead.
If the file is already compressed, then V.42bis will not compress it
further, so the throughput simply _cannot_ exceed 4200 bps. 
Unless....
The file is a zipped archive comprised of multiple files, in which
case the *file names* are _not_ compressed in the archive, and
therefore _may be_ compressed by 4.42bis - and you may show a rate of
4400 bps or higher.
You will note, however, in this latter case the file wasn't "fully
compressed".
