From the way you've described the incedent, it sounds to me like a definate
break down of communications... Or a "not so competent" dispatcher...

Your more than welcome, and thanks for posting the question in here in the
first place.... Its good to discuss things so that everyone can learn from
other experiences and perhaps prevent things like this from happening again
in the future..... Unfortunatly there are far to many things that happen that
we cannot explain.... I wish we could...though.... it would make a lot more
scence out of the senceless stuff.... :>
