Smile, station must have been mis-set to pass that car. Either way, I didnt
intend to say cars with no problems wouldnt pass. A bad tire or something
like that would have no effect. But the point is, the emmision control
standards are loose enough to accomodate most older cars.
Friend of mine had to have his Pontiac tested even though it was a 1960
version. Reason was not state, but base rules and the misunderstanding of
the base police about emission control laws. Guy couldnt get his base sticker
without the emission test. He passed, and I know many others who have done
same (although for different reasons they had their cars tested).
One thing you would note if driving in SoCal. Cars with black smoke pouring
out the ends are rare. Elsewhere, they are fairly common.
