If you don't mind something less than the latest version, there is a
place called "Surplus Software" that is currently selling
Microsoft COBOL v4.5 for $75.00. It will generate OS/2 executables but
only for the old 1.x version of OS/2.

I placed an order with them and had no problems. I bought Generic CADD
6.0 for $99 and later saw 6.1 in a store for over $300. You should
probably ask for a catalog first and check to make sure their return
policies are ones you can live with. It's mainly the "No returns on
opened products" that may give you pause.
