If you ask me, I think that the government has a lot of balls to try and
keep us of certain scanner freqs.  I betcha this is linked to one of
those little "installations" such as Area 51/Site 18 that, as far as the
government is concerned, "don't exist" . Rather than saying:
"thou shalt not use thy scanner within 50 miles of Groom Dry Lake or
Rachel, NV and tell someone what you heard." they just say:
"Thou shalt not tell someone else what you hear on a scanner."  
Pretty lame, huh?
(Either that, or they don't want some scanner-surfer to catch a coupla
CIA guys doing something weird and tellin' the press...)
