not like that, but you can do

 for %%x in ( 0 1 2 3 4 5 6 7 8 9 ) do if "%1" == "%%x" goto low

or

  make_el %x
  if not errorlevel 10 goto low

with make_el.com being some tool that sets errorlevel to a specified level.
works with numbers upto 255
