You mean ignoring the effect the earth's magnetic has to direct
high-energy particles from the solar wind from the populated
temperate regions to the poles.  Have you seen the recent auroral
activity?  Auroras in the Galapagos isn't good for your DNA, not
to mention your local electrical utility.  Quebec has some experience
with that.
