All it requires is high energy discharge or photon to energize an O2
molecule enough to split into monoatomic O which attach to the nearest
O2.  But you need it very high in the atmosphere, not at the surface.
The pressure is too high here for O3 to be stable for very long.
And where would you get that energy anyway, fossil fuel?
