as I said in another post. . .ZT is ZT is ZT.  If it is
in your home, in school, on the street, on a playing
field or where ever.  The location or the rule doesn't
matter. 
ZT rules are set up in most, if not all, locations so
as to take any balance out of the rules.  It takes the
people who are charged with enforcing the rules out of
the loop, they either enforce all the rules all the
time or lose their job.
Taken to the extreme you wind up with things done and
the people doing it saying "I was just following
orders."  Hum. . .
