Setting aside the threat aspect of what may or may not have been said,
there are disorderly conduct laws in most jurisdictions. These _can_
be used by the police to carry off the yeller.
If the police choose not to act on either the threats or the conduct,
they have bosses. Their bosses have bosses. If enough of the
neighbors bring pressure then there will be action. If most, and this
is more typical in many places, nothing will happen.
