If there is a stable process in action, then the act of stopping the process
to check for quality or to adjust, (micro-manage?), then there is the
distinct possibility of causing more defects than correcting. In the case of
students, what about students who panic at the mere mention of testing.
Actually, I am not worried about the test, what I am trying to say is that a
test should not drive curriculum. If the quality is built into the system,
then the test will only serve to verify that if it is a good test. In Texas,
the test drives curriculum which is management by objective and/or results.
This does not build quality into the system.
