Nope, it is what it is, no redefinition of "is" is required.
Beta software *is* vaporware until it is released. Quite a few beta
products never make the final cut. Some companies trot vaporware out
just to stymie the marketplace, casting a shadow on competing
products.
Not that MS is doing it in this specific case, but the product has not
been released for GA and therefore remains vaporware even if it is
also beta software.
