The problem is that it would require the FBI to investigate itself. The
phrase "conflict of interest" comes to mind.
Consequently, that is why the Department of Justice, as does EVERY
Cabinet level Department and other agencies, have an Office of the
Inspector General. THAT agency is required to investigate allegations of
misconduct by employees of the DOJ and it's agencies.
I ought to know, I used to work for OIG Agriculture. Employee misconduct
cases comprised a percentage of my work. The rest was program fraud such
as Food Stamp Fraud, Farmer's Home Administration Loan Fraud, etc.
However, as you stated above, since the DOJ OIG works indirectly for
Janet Reno, then there is still a potential for conflict of interest.
Ergo, it should be investigated by Starr.
