No it isn't, it would be like the statement "because
politicians and law enforcement officers can abuse them
gun control laws are a monster that should be kept on a
short leash."  Its not the people enforcing the rules
its the fact that the rules don't allow for people to
enforce them. 
If the law says "a person WILL be arrested for
possession of ANY amount of a controlled substance".
If an officer finds a single marijuana seed in the
floor board of a car he HAS to arrest the driver.  If
he doesn't he can lose his job.
The teachers and principals are just like cops, nothing
but enforcers of the rules.
