Stacy, look in the Tools Guide documentation (TOOLS.INF if you find it
in the WATCOM\BINP\HELP directory).  The second last section documents
WMAKE.

Does yours really invoke E?  Mine invokes EPM (or is E simply the
command line name for EPM?  I always make an alias called ED so I don't
remember...).  Anyway, I agree that it acts more like a decent graphical
make than most other IDEs.  I poked around a bit and found that most of
the settings are specified in some files with extension .CFG.  The main
one, in which I found some commands relating to editing source, was in
BINB and was called IDE.CFG.  Please post if you investigate and find
where the contents are documented.
