 Not any more.  It is now free, with the FCC's brand spanking
 new rule about portability of ALL phone numbers.

 Of course we've been paying a surcharge on phone bills for
 umteen years for the privilege.  That's why I don't see how
 a phone company can charge "premium price" when the fee has
 supposingly already been paid.
